If endorsed by other EU countries, the exemptions would open the door to EU money partly paying for the joint procurement or production on European soil of items such as Raytheon’s MIM-104 Patriot missiles.
The European Commission presented EDIP in March as a €1.5 billion pot of money to encourage European defense production and joint buying.
Last Monday, Budapest proposed that defense projects be required to source at least 65 percent of their components from the EU to get EDIP money, as first reported by POLITICO.
The Hungarians also proposed that goods and services from countries outside the EU can be eligible for EDIP money as long as the EU-based legal entity applying for the cash has authority of design — in other words, “the ability to decide, without restrictions … on the definition, adaptation and evolution of the product’s design.”
Poland and the Netherlands are suggesting watering down those criteria. Both countries are big buyers of American and other non-EU weapons; the Netherlands is looking to produce Patriots locally under license, while Poland is looking to co-manufacture South Korean gear.
Their document was distributed to national delegations on the Tuesday ahead of a Wednesday meeting of EU ambassadors who sought to reach a deal on the eligibility criteria.
